The Cost of Waiting Is Not Zero

Every day a California contractor operates without the right qualifying individual is a day of compounding legal exposure. Every project bid submitted without an active CSLB license is a contract that can be voided, a payment that can be withheld, and a fine that can escalate to permanent license revocation.

California Qualifier Connect moves at the speed this industry demands. Our qualifier network is active, our compliance team is staffed, and our 48-hour introduction guarantee is not a target — it is a commitment. The only question is how much time you’ve already lost.

⚠ Your License Is at Risk If You Don't Act Now

California’s CSLB can suspend your contractor license when your qualifier departs — with just a 90-day window to replace them. Once suspended, you cannot pull permits, start new projects, or enforce payment on active contracts. Stop-work authority can be exercised on your job sites without advance warning. A suspended license is a suspended business.

Frequently Asked Questions

• Responsible Managing Officer (RMO): An individual who is a bona fide officer of the corporation. They typically have more flexibility but must still exercise “direct supervision and control.”
• Responsible Managing Employee (RME): A full-time employee who must work at least 32 hours per week or 80% of the company’s operating hours. If you are an RME, your own personal sole-owner license must be moved to inactive status.

Yes, but only under specific conditions. An RMO can qualify up to three firms in any one-year period if they hold at least 20% ownership in each firm. If they own less than 20%, they are generally restricted to qualifying only one firm.

California requires a $25,000 Contractor’s Bond for all licenses. Additionally, if the qualifier (RMO) owns less than 10% of the voting stock of the corporation, a separate $25,000 Bond of Qualifying Individual is required.

Yes. California LLC licenses have much higher financial bars:
• A $100,000 LLC Employee/Worker Bond (in addition to the standard $25,000 bond).
• A minimum of $1 million in General Liability insurance.

The CSLB requires at least four years of journey-level experience within the last 10 years in the specific classification you are applying for. This experience must be verifiable by a qualified individual who has firsthand knowledge of your work.

Yes. You can receive up to three years of credit for technical training, apprenticeship programs, or relevant college degrees (e.g., in Business, Engineering, or Architecture). At least one year must still be practical, hands-on field experience.

Every new applicant must complete the Asbestos Open Book Examination before a license can be issued. This is not a certification to perform asbestos work, but rather a mandatory safety awareness requirement for all California contractors.

If an RMO or RME disassociates from the license, you must notify the CSLB in writing within 90 days. You then have that same 90-day window to file an Application for Replacing the Qualifying Individual. Failure to do so results in the automatic suspension of the license.

You can request a single 90-day extension if you can show “good cause” for the delay. This request must be signed by an officer already listed on the license and submitted before the initial 90-day period expires.

Contractor Qualifier Connect operates a contractor qualifier network. We introduce licensed contractors who are willing to act as qualifiers to vetted construction companies that require a qualifying individual under applicable state law.

Our role is limited to introduction, vetting, and administrative coordination. We do not perform construction services, supervise work, or act as a licensing authority.
